The Senate has initiated a high-stake investigation into widespread non-compliance with the Federal Character Principle across federal ministries, departments, and agencies (MDAs) that has persisted over the years.
Senator Allwell Onyesoh, who is the Committee Chairman on Federal Character and Inter-Governmental Affairs convened its inaugural investigative hearing on Wednesday, targeting systemic imbalances in recruitment, appointments and infrastructure allocation.
In his opening address, Senator Onyesoh emphasized the constitutional mandate under Section 14(3) of the 1999 Constitution, which requires equitable representation of Nigeria’s diverse regions and ethnic groups in governance. He lamented that persistent violations have fueled marginalization and eroded public trust. “This principle is more honored in the breach than in observance”
The investigation follows a March 2025 motion by Senator Osita Ngwu, which highlighted systemic abuse in public sector recruitment and promotions, particularly in agencies like the Nigerian National Petroleum Company Limited (NNPCL), Nigerian Ports Authority (NPA), and National Pension Commission (PenCom) .
The committee’s mandate includes rigorous hearings, interactive sessions, and on-the-spot assessments to address lopsided recruitment patterns and infrastructure distribution. Senator Onyesoh clarified that the intent of the committee was not to witchhaunt or punish anyone but to ensure that the right thing was done. “,our approach is not punitive but corrective , We aim to foster accountability, reinforce equity and restore trust in our national institutions”, he said.
Lawmakers underscored the urgency of the probe, citing public discontent over perceived marginalization, especially in rural areas where limited internet access disadvantages job applicants . Senate President Godswill Akpabio, who endorsed the investigation, stressed its role in preserving national unity . The committee also invited civil society and the public to submit evidence, with findings expected within three months .
Senator Onyesoh noted that he was satisfied with the attendance but it could be better if all the MDAs were in attendance especislly Federal Civil Service Commission .reiterating the committee’s commitment to equity, urging stakeholders to collaborate in “shaping a more equitable future.” Proposed reforms may include amendments to the Federal Character Commission Act and enhanced oversight mechanisms to ensure compliance .
Contributing, Senator Simon Lalong Representing Plateau Central, described the aim of the essence of Federal Character is for inclusiveness. Lamenting that the aims and objectives has not been met.
He pointed out that the committee will unfolds a lot of flaws by thorough investigative hearing, while buttressing on the mandate of the commission. And that the committee will carry out their assignment with equity and fairness.
The hearing marks a critical step in addressing long-standing grievances over representation, with outcomes poised to influence Nigeria’s governance framework and social cohesion. As the probe unfolds, all eyes remain on the Senate’s ability to translate its findings into actionable policies that restore faith in national institutions.
